Complaints mount over lack of space and policies at Parking Deck One

Students and staff at Rutgers-Newark have expressed dissatisfaction with policies and procedures at Parking Deck One located at 200 University Ave.
One of the chief complaints that the Observer has discovered is that students who utilize Deck One have to show three forms of identification: a hangtag issued by Parking and Transportation, a sticker which must placed on one of the car's windows and a student ID or be forced to pay more than the usual $3.21 for commuters without an annual or semester-long parking permit.
The policy also applies to resident students who may not have all three identifications.
Harry Roman, a Night Supervisor at Deck One who works for Imperial parking the contracting agency that took over last December, explained that the policy came directly from Joe Vocaturo, the Operations Man-ager at Parking and Transport-ation Services.
"That policy came from Joe," said Roman, "If a student had no sticker or hangtag they would be charged $10.71 they need both …No exceptions!"
Roman said that he felt the policy was not explained to students clearly enough and that many arguments have resulted since it was added. "The requirement for having a sticker and a hangtag is a big problem - students are unaware and sometimes can't pay."
Roman also stated that they used to allow students which they recognized from day to day interactions go if they forget one of their identification but they were soon sent numerous memos from Vocaturo stating that they should enforce the policy.
"When we first started we let them go. But it got out of control, it went from 23 to over 100 a week," explained Roman.
They were issued memos from Parking and Transportation Services stating that the policy should be strictly enforced.
Roman added that in the past they used to take one of the IDs as collateral and hold on to them until the student could return but a memo from Parking and Transportation requested that any IDs be sent to Blumenthal where student's would have to pay the $10.71 charge to have it returned.
